Will the TXT open directly in a browser?

Yes, and the DOC would not have. Browsers ship a decoder for TXT and none for DOC, so a DOC link forces a download while a TXT renders inline. That is usually the deciding factor when the file is going onto a web page rather than into an application. Plain text is the most durable format there is: it will still be readable when every proprietary format of this decade is unopenable.
