Set the matte colour to match wherever the image will sit, or choose a target that keeps alpha. BMP is gigantic — a 12-megapixel photo is around 36 MB — and no browser treats it as a sane web format.
Does converting WebP to BMP restore the quality that was lost?

No. The compression artefacts already baked into the WebP are ordinary pixel data now, and BMP preserves them perfectly rather than removing them. My WebP is animated — what happens to the other frames?

Only the first frame survives, because BMP is a still format with nowhere to store the rest. If the animation matters, target a format that animates, or convert to a video container instead and keep the motion.
Does WebP to BMP conversion preserve transparency?
