Is converting AC3 to MP3 a second round of lossy compression?

Both formats are lossy, so the MP3 encoder is working from audio that has already been through one psychoacoustic pass, and its own decisions compound the first set. Can I tag the MP3 with artist and album information?

It is folded down to stereo, because MP3 has no practical multichannel mode.
