Is the older binary Office format still a safe bet?

It opens everywhere, but it is a compatibility choice rather than a good one. The binary formats predate the XML packages, carry macro payloads that many mail servers strip on sight, and are being steadily deprecated by Microsoft itself. Use them when a specific piece of old software demands them, and the XML format otherwise. DOC is undocumented in practice, opaque to modern tooling, and Microsoft itself has been trying to retire it since 2007.
Why convert between DOCX and DOC when they are the same kind of file?

Because the file has to open on the other end, and version and vendor differences decide whether it will. Two formats in the same family can still be years apart in what software reads them, how large they are on disk, and which features they carry. The conversion normalises the file onto whichever one the recipient actually supports. DOCX is Office Open XML, the format Word has produced by default since 2007 and an ISO standard since 2008. DOC is the binary Microsoft Word format used from Word 97 through Word 2003.
