Why is my converted JPG file bigger or smaller than expected?

A JFIF file with strong compression (heavily lossy JPG) often grows when re-encoded into a lossless JPG (PNG, TIFF), and a high-bitrate lossless JFIF often shrinks dramatically when going to JPG/WebP. The ratio depends on the image content (photos compress differently from line-art or screenshots). The .jfif extension confuses Windows and many web apps into refusing the file, which is usually the only reason anyone converts it. JPG has no transparency, degrades further every time it is re-saved, and produces visible blocking on flat colour and sharp text.
